Two different things get mixed up

When people say “Scotland pays better”, they sometimes mean the Agenda for Change basic salary, and sometimes they mean take-home pay. Those are not the same question.

NHS Scotland negotiates its own AfC pay points. Official rates are published by the Scottish Government under Agenda for Change staff pay and in NHS Scotland circulars such as PCS(AFC)2026/01.

Separately, if you are a Scottish taxpayer, PAYE on non-savings income uses Scottish Income Tax rates and bands set by the Scottish Parliament. What stays UK-wide

National Insurance remains reserved to the UK Parliament. Student loan plan rules depend on which plan you are on, not simply which country your trust is in. GOV.UK’s repayment thresholds list Plan 4 separately for many SAAS-funded loans.

So a clean comparison needs the Scottish basic, Scottish income tax, and the same hours, loan plan and unsocial pattern on both sides.

Where the tax difference shows most

At lower bands the take-home gap is often driven as much by different AfC basics as by tax. Further up the scale, Scotland’s higher rates on middle and upper incomes show more clearly on a monthly payslip. That is why you should not paste an England net figure onto a Scottish job advert.

HCAS makes England comparisons messier still. An Inner London post can out-earn a Scottish basic even when the Scottish scale without weighting looks strong. Use both nations’ calculators rather than ranking from one spreadsheet column.

A practical way to compare

Open the Scotland band page and the England (or Wales / NI) page for the same band. Set the same pay point stage, contracted hours, loan plan and night / Sunday pattern. Then compare monthly net.

If the England job includes London weighting, switch HCAS on for that side only, using the zones in the NHS Terms and Conditions handbook.
